Millions dollars of oil theft at Shell's in Singapore

Pulau Bukom (Singapur)  is the largest wholly owned Shell refinery in the world in terms of crude distillation capacity. Seventeen men have been arrested and seized $3.05 million ($2.29 million) in cash and a small, 12,000-deadweight-tonne tanker in police action in this city. It's a part of an investigation into a suspected oil theft at Shell’s refinery. It is not known how much of oil was theft. I believe it's a pretty similar situation in all those countries where foreign companies "keep" oil and where local staff work for them.
