Yet Pemex insisted on lying to the press and public. "UBA (ultra low sulfur) diesel production will begin this year" That was in 2014, and every year since. The Salina Cruz Oaxaca refinery was supposed to construct process pads for conversion of gasoline to UBA, which is a prime necessity for Top Tier gasoline. Pads were graded for the laying of concrete and that's as far as UBA gasoline is concerned. Absolutely nothing has been done at any Pemex refinery to meet promises. If pemex did not lie by commission they lied by omission. Mexico hasn't a refinery design engineering company like Fluor. Mittal, Mexico's prime steel producer in the cities of Lazaro Cardenas, and Monclova, does not have the expertise to manufacture refinery process vessels and piping which require high percentage steel alloys, nickel, chromium, vanadium and molybdenum. Nor a labor pool of welders with skill to weld the alloys. High quality refinery product demands sulfur removal from feed stock. This is sent to facilities to be turned into H2SO4 sulfuric acid. These facilities are missing. Therefore refinery product such as Alkylate is not possible. The infrastructure is not thereto support it. It will take years to construct needed ancillary industrial process industry. Which country is going to invest a hundred billion usd into a system where only a percentage of investment actually makes it to the job site? General Lazaro Cardenas must be rolling over in his grave. The least of evils would be to amplify off-shore refinery processing like the Shell Pemex joint venture refinery in Deer Park, TX. Construct more port facilities to receive more imported product like SEMPRA and others have done, then invest in thousands of tanker trucks with military escort to get the product to the consumer from port facilities. Use the military to guard FerroMex rail shipments of petroleum product to distribution hubs. Because if CHINA bribes government officials to make arrangements for "loans" like they have done in several countries in Africa, the Chinese will eventually end up holding a death grip next door to the US. In response to what you have written, let me say that we have had several threads talking about the sad state of affairs in Mexico. The end result of our conclusions is that sadly, NOTHING IS GOING TO CHANGE IN MEXICO UNTIL THE DRUG CARTELS ARE DESTROYED. The problem in Mexico is that, for all intents and purposes, MEXICO IS NOT REALLY A COUNTRY...! MEXICO DOES NOT REALLY HAVE A FUNCTIONAL GOVERNMENT.....! The Cartels run everything, and everyone. The Cartels kill any and all government officials that get in their way... NO HIGH GOVERNMENT OFFICIAL IS ALLOWED TO LIVE IF THEY OPPOSE THE CARTELS.... The evidence is that EVERY RECENT MEXICAN PRESIDENT works for the Cartels in one way or another.... The Cartels do not care about any industry other than drugs... Anyone that has a good job, and makes good money, becomes a target for Cartel Protected Kidnap Squads. In a situation like that, what is left of the Mexican government is unable to concentrate any funds toward projects that involve "highly skilled" jobs like you describe, WHEN THERE IS NO ONE TO TAKE THOSE JOBS, BECAUSE TO DO SO MAKES THEM, AND THEIR FAMILY A TARGET OF THE CARTEL KIDNAPPING SQUADS... Until it is safe to live and work in Mexico, Mexico does not exist.. Even China does not appear to want to invest there.
