Enbridge Line 3 stalls and Canadian are screwed

Just saw this piece on Bloomberg

The Enbridge Line 3 replacement project construction won't happen this year. The decision for permit will only take place at the end of 2019. So looks like the Canadian petroleum producers will get disappointed, yet again, for at least another year.

With the Canadians unable to ship their full production, real sanction coming for Iran, zero import from Venezuela, Saudi not in compliance with Trump's request to increase export, and shale production peaking. Will all this bring about much higher WTI pricing come summer driving season?
