First, this is stingy. Second, I can give them an idea for free: ban civil aviation. This will have numerous benefits, among them the fact that people will be forced to eat more locally, meaning a lower carbon footprint for food; local farming will flourish, creating jobs; local tourism will pick up because nobody wants to travel for months to the Caribbean if they live in Europe; no deadly accidents, of course; and, as a bonus, terrorists will lose an important activity area and security services will have one less thing to worry about.
