Puerto Rico Reconstruction ... more corruption?

News reports out that Puerto Rico utility workers are saying that the US government is hoarding reconstruction supplies. I think.... I can't honestly figure out what this article is actually saying.

I think the piece is alleging that the Puerto Rican Power Authority is the one stashing equipment that was necessary in the rebuild.
