At least the handing out of chocolates meets with approval.   The rest, not so much.

Here's my guess:  Barclay's Board of Directors will set up a remote vehicle, with some different name, disguised as a private-equity hedge funds, and use that vehicle to fund oil and gas projects. That creates a veil of plausible deniability.  Hey, hire a couple of CIA guys, the ones that set up Air America, they know how to do that.
