Douglas Buckland + 6,308 May 14, 2019 If you look at the third paragraph and see what the IMF considers a 'subsidy' then the logic and the numbers become a little less ridiculous. I consider a subsidy to be when the government shoulders a portion of the price of fuel. This artificially lowers the cost to consumers, the consumer shortly becomes to believe this is an entitlement and the government now has to raise taxes to subsidize the fuel.
