There’s a one-word answer to why the South American nation is bucking the trend: China. Argentina is in the grips of a financial crisis that has all but locked it out of credit markets and paralyzed investment. President Mauricio Macri, who at one point seemed about to pull the plug on the Chinese-financed power plants, has little choice but to allow construction to go forward while he campaigns for reelection in October. “Macri staked his presidency on the arrival of investments, but he’s ended up fighting one economic fire after another,” says Francisco Urdinez, an assistant professor at the Pontifical Catholic University of Chile who specializes in Sino-Latin American relations. “Any sort of project that can go ahead is therefore very important for him, and that’s what China is providing.” Welcome to the South America....

Btw. China is all over South and Central America. Building bridges over the Panama Canal with ports on either end of the Canal. Huawei is there. Lent money to Argentina, etc..

They don't care.   China brings cash. China brings credits.  With Argentina in a wrecked economy, cash and credit counts more than a society that shoots people through the head for the political offence of being opposed to the government.  Just lovely.

You do realize of course the purpose of that gun control was to keep Mao from taking over. Not my position, but you could argue the control was too little too late. To the best of my knowledge China has never had a governance system I'd want. 

Between the millions exterminated, and the brain drain to Taiwan, not to mention Mao's fetish for ongoing purges well beyond 52, Maoism was almost as nasty as Stalinism.
