You do realize of course the purpose of that gun control was to keep Mao from taking over. Not my position, but you could argue the control was too little too late. To the best of my knowledge China has never had a governance system I'd want. Between the millions exterminated, and the brain drain to Taiwan, not to mention Mao's fetish for ongoing purges well beyond 52, Maoism was almost as nasty as Stalinism.
