Douglas Buckland + 6,308 May 31, 2019 Unlike the garbage dumped in the Philippines, the waste being repatriated from Malaysia was (according to the local paper 'the Sun') was purchased by a recycling facility (now closed). The waste was permitted and entered the country legally. Local activists caused the plant to be shut down. I suppose a good question is, 'Who is responsible for the cost of sending this waste back?'.
