California is the problem. Sanctuary cities, not cooperating with the Feds on illegal immigration, setting their own environmental rules and the 9th Circuit Court making rulings detrimental to the country as a whole and handcuffing the rest of the country to these rulings.

Enough is enough, cut off all Federal aid to California until they decide to play ball with the rest of the country.

To be fair, CA's geography makes pollution control difficult.  They have a legitimate need for tighter emissions regulations and should be allowed to manage that themselves. 

But yes, if CA were on fire and I had water, I'd drink it.
