My guess on the SA refinery attacks by Iran were retaliation for the Israeli attacks of Iranian bases in Iraq. They see SA, IS & US or USA as having similar acronyms lol. I do not see a black flag operation as being to Iranian benefit, unless as pointed out an oil spill could block the desalination plants.
