Average building has 600ppm CO2 if not higher.  Rule of thumb is approx 300ppm higher than ambient outside conditions.  1000ppm inside a building is quite normal.  Submarines, navy ships?  Higher yet. 

Edit: Basements etc?  Well over 1000ppm
