In China they need high speed rail because technically you cannot move by air 150 million people a year from Shanghai to Beijing (line is at capacity in 2018, with over 100 million passengers). Not enough air corridors to safely move 1500 planes every day. 2 billion rides by high-speed rail, over 500 billion passenger - kilometres. 3. You need local Chinese to maneuver all this corruption and tribal mentality (guanxi). It is wild west. 4. Infrastructure quality in China is on par with German, and a lot is done with German machinery, until they copycat the machinery itself. They are paying the evicted people at present, at market prices, I do not know what was 10 years ago. It pays to have rule of law. China has the pace of South Korea in infrastructure building only in 25 times the scale. They have very difficult geography so more like 10 South Koreas and 7 Japans. 5. Philosophy of infrastructure is different in China than in US. In China much of infrastructure is public good, the externalities are taken under consideration and until present it pays off.
