The Arab Spring failed in a sense, but it revealed what the rulers of those with oil revenues fear more than pretty much anything else. Kuwait, the U.A.E, and Qatar have small populations relative to the revenue and can sustain the governing model longer. Even some Saudis will often say the reason for the huge dependence on expats is to keep the citizens from enablement. The using expats for everything is mostly a post 70s thing.
