Maybe because of politician and economic interest. Three days ago Iran's Petroleum Minister Bian Zangeneh said "this is a strategic connection between Iran and Iraq."

It's not buying. It's swap deal: they will receive Iraqi oil for their consumption in areas close to where the trucks tankers get it oil. They will deliver same quantities of their oil with similar specifications...
