I'm thinking Russia says to themself "we hate shale let's drag our feet " and the rest of opec is blowing cash so interesting post (mabey?). After reading a bunch of articles about saudi spending around 30B $ on oil production boosters and the deal with the border production site gets worked out yet they scream cuts whenever they can leads me to think there between a rock and a hard place .... upgrade facilities to cover dropping production or save the cash and have the world call your bluff. Either way they'll want to have some money banked when they do run out because it might be very sudden (not soon but happen quick).I dono well see time sorts everything out.
