Russian oil "invasion" on Arctic and cut production

Russian expansion on Arctic, in last few years, is showing increase line. With three oil fields which has on cold Arctic, Russia is producing near 400.000 bpd. Thing's going good, but some unofficial information says how Russia, with cut oil production, loses much more then get with her Arctic's terminal. With expansion on Arctic it will be hard to do cut by OPEC's rules...
