At first blush one would agree with your statement, however recently I do believe the imagery of a Opec has been shattered. 

It would be interesting to have a discussion on who is actually following any mandates issued by Opec.

Actually is Opec a functiong edidty, or have the members jumped the boat and its each country for itself....Odd how monarchies function when the cash flow get pinched is the word I will use....Maybe monarchy was not the proper description...Asking for a friend.

Now cartel is not a word i would have used, yet it does seem to be coined in that way..

I miss his intellect and perhaps more along the lines of just how he processed  his thoughts. As I stated time is fire in which we burn, he was able to enable that fire for me once again. 

There are two forms of high intelligence in my opinion, conscious competency along with subconsciously skilled most of humanity is gifted with one or the other. van Eck had both...it was stimulating to read and comprehend how he connected the dots.

He played a fascinating game...a very..very rare commodity in today's world.

Ron,

Without doing any research and just reaching back to the economics courses required in university, it is due to the inherent distrust between members of the cartel. This would lead to assumed cheating on quotas or other issues, especially if all members were not ‘equal’.

A more in-depth explanation would require research.
