The article, which talks about the Californian experience, points to the huge problems that will result from trying to ban the sale of new petrol and diesel powered cars in one state. Consumers will buy cars in other states and drive them in CA, or keep their old ones and renew them .. in any case the grid is simply not set up for large numbers of electric cars and, although I don't live in America, the state government does not seem interested in arranging the necessary reliable power that might make such a policy work..

Just relax and enjoy the ride. In the end the market overides politics. You can mandate anything until you lose competitive advantage. Green initiatives will advance as tech improves. States and governments can throw a few billion at a favored project but the market is to big and people to poor to add much cost.
