In 2010 the Old System with about 380 Seats was in place after that Seats and Region where reduced. This favours large and organised Parties. There is nothing special which favours Orban. The fact that Hungary is a one chamber Parlament and not a two chamber as US, Switzerland, Germany as example. And that closes a big legal issue as the Sea of Azov was excluded by International law. After today the Sea of Azov will be national territorial waters for Russia alone.
