This means part of the Ukraine minority voted in favour. Just as in any good army their are sufficient soldiers behind the lines to back up those on the front lines and in between. This is actually a worldwide support system for a peaceful country being attacked by siege warfare. America once helped Russia in the same way. It looks like we helped them a little too much. After the war is over, these parties are likely to be back in some fashion or another, at least those who have not collaborated with the Putin regime.
