Reagan prevailed thanks to Saudi price demping. As 2020 demping war shows, neither Saudis, nor US shale are capable of undercutting the Russians today. This means, US has only political tools at its disposal this time around, which go against Europe's actual economic interests. "Diplomacy" as in twisting arms? There is not going to be any arbitrary US "rule-making" It is going to be international law, or bust. Do I need to explain the difference between that and "system based on rules" BS USA has been pimping lately?

I also expect the Saudis and other Arabs to maintain OPEC+ discipline, because they drew no benefit whatsoever out of the Reagan episode. Quite on the contrary, it was quite economically damaging to them. You may consider this Russian "rule-making"

The original Marshall Plan is much overrated, too. It was $12 bln for all of Europe, very little of which was cash.

Whether any US policy had anything to do with "prevailing in the Cold War" is much debatable. USSR was never that interested in commerce and likely self-destructed for internal reasons. US government was actually taken by surprise by that happening. If anything, it was the American soft power/propaganda asset which was most damaging to USSR. Needless to say, this is not going to work 2nd time around. The Russians are well aware of Western propaganda lying no less than domestic variety. You may have better luck with the Chinese, who do sanitize their infospace like USSR used to do. In Russia, anything goes. Significantly more freedom of speech than you enjoy in the West, believe it or not.
