Navies hate being in close quarters. The Arabian/Persian Gulf is a bad place for an ocean navy. And while carrier groups possess massive firepower, 90% of it has to be dedicated to protecting itself. The all wars of rules of engagement, and in a small area like the Persian Gulf you end up with very little BVR, beyond visual range, engagement. That defeats so much of the US's advantage.

So at the end of the day low tech may cause a bloody nose but do you really want to lose a head to give a bloody nose.
