The entire Russian arsenal is duplicated in China with lower costs and then compete with them in third party markets. So the Russians now condition any sale with (1) a very large order paid upfront. (2) an agreement on joint operations on a duplication program and its 3rd party sales, they even have joint developments now, like for Anti air and cruise missile systems where China's radar does better than the Russian original.
